Project Overview
Philadelphia Industrial Correctional Center (PICC) houses most of Philadelphia’s “Close Custody” inmates. Professional Systems Engineering, LLC implements systems to improve safety of this facility. PSE provided security consulting, hardware consulting, and engineering services as prime consultant to the city of Philadelphia, including systems studies, master planning, design, bid, and construction administration for this 1300 bed, 13 housing unit facility.
Planning services included site analysis, program of user requirements, locking systems study, communication systems, and Security System Master Planning (SSMP). The SSMP included consoles, electronics, communications, control, life safety, operations, scheduling, phasing and cost estimates. The most recent phase expanded the scope of the project to include a complete facility wide video surveillance and communication system replacement.
The scope of services included phasing of multiple projects to allow renovation of entire facility while maintaining maximum occupation levels. Upgrades were recently completed for the final 5 housing units, their associated auxiliary control and facility control consoles, and the facility’s central control station. This most recent phase also included replacing all of the video surveillance, intercom, and paging systems facility-wide, and integrating all systems into the touch screen control PLC systems for a fully modernized correctional control system.
